As far as the constant 16th notes are concerned, it's simply a matter 
of quantizing, but for no rests, see the end of p 43 to the top of p 
46 in the pdf about the Version parameter. In short, use Version C 
and you get a continuous stream of material.

Of course, after you quantize this to 16ths, it probably won't be 
monophonic. If that's what you're after... well... you'll just have 
to do some editing in your sequencer, I'm afraid.
